It’s important to remember that homelessness and asking for assistance is not a crime. Homelessness is a complex and multifaceted issue that requires a compassionate, comprehensive, and sustainable approach.
Any drug related criminal, antisocial or illegal activity should be reported immediately to WA Police on 131 444. By promptly reporting any incidents community members witness or experience, you provide law enforcement with the necessary information to investigate and take appropriate action. If your concern relates to a serious crime in progress or a life-threatening emergency, phone 000 immediately.
The City works with local service providers providing outreach services to people experiencing homelessness or who are at risk of homelessness in the community. If you are concerned about a person experiencing or at risk of homelessness, you can inform the City

The City of Subiaco has established the Subiaco Engagement and Assessment Team (SEAT) walk-in service every Wednesday at the Third Place, 325 Barker Road, Subiaco for anyone experiencing or at risk of homelessness.
SEAT can provide engagement and support, assessment, advocacy and referrals, explore accommodation options, essential items such as blankets, sleeping bags, clothing, hygiene packs and water as well as a hot meal, hot drinks and access to showers.
The Subiaco Engagement and Assessment Team (SEAT) provide non-judgmental, person-centered and trauma-informed services to ensure that individuals in need are provided with safe and appropriate support. Download this flyer for more information.
The walk-in service operates on Wednesdays from 10am to 2pm at The Third Place, 325 Barker Road, Subiaco – no appointment is needed.
There are many services across Perth working to address and end homelessness
- WAConnect - directory of community service providers managed by the DropIN team at the Western Australian Council of Social Service. It contains real time search results of emergency relief services, with phone numbers, operating hours, and directions on the services available.
- Entrypoint Perth - free assessment and referral service assisting people who are homeless or at risk of homelessness in Western Australia to access accommodation and support options. Please call 6496 0001 or 1800 124 684.
- Crisis Care - funded by Department of Communities. Crisis Care provides Western Australia’s after-hours response to reported concerns for a child’s safety and wellbeing. They provide information and referrals for people experiencing crisis and can be contacted for advice around homelessness services. Those experiencing Family and Domestic Violence may also contact Crisis Care to discuss accommodation assistance and support services. Free call: 1800 199 008. Crisis Care can be accessed through the translating and interpreting service on 13 14 50.

Subiaco main streets can be a popular location for people to beg due to high foot traffic and a generous community. Not all people begging are homeless, and not all people experiencing homelessness will beg.
Local police and community organisations encourage the community to support charities that provide emergency relief and outreach. This helps to discourage those not seeking money for essential expenses, and better supports community organisations providing emergency relief and assistance.
Please consider supporting the following organisations:
- The Salvation Army - The City partners with Salvation Army to deliver outreach services on a regular basis in the City. Their volunteers provide emergency assistance, distributing basic essential items, support, referrals and social contact for some of the most vulnerable people in the community.
- The Big Issue - This organisation supports vendors who sell the Big Issue by purchasing directly from them.

- St Vincent de Paul
