Rowland Street carpark upgrade
As part of the 2025/26 Capital Works Program, the City is proposing to undertake Rowland Street Carpark upgrade.
1. Project Overview
The Rowland Street Carpark Upgrade aims to improve the functionality, safety, and durability of the existing carpark while minimising disruption to surrounding businesses, residents, and road users. The works will be delivered in staged packages to maintain partial access and ensure effective traffic and pedestrian management throughout construction.
2. Objectives
- Upgrade pavement condition and carpark infrastructure to current standards.
- Improve safety, accessibility, and traffic circulation within the carpark.
- Minimise disruption through staged construction and appropriate traffic management.
- Deliver the works within the approved budget and programme.
3. Scope of Works
The project scope includes, but is not limited to:
- Site establishment and demobilisation.
- Pavement rehabilitation and resurfacing.
- Line marking and signage upgrades.
- Drainage improvements as required.
- Minor civil works associated with kerbs, footpaths, pram ramps, thresholds, and interfaces.
- Tree planting
- Traffic management, including temporary signage and controls.
- Fencing and segregation of work areas during construction stages.
4. Staging Strategy
The works will be delivered in multiple stages to allow continued use of unaffected areas:
- Stage 1–4: Defined work zones to be fully fenced off from public access.
- Access to adjacent areas to be maintained where practicable.
- Staging to be coordinated with traffic management and construction sequencing. A detailed staging plan is to be prepared by the contractor and submitted for approval prior to commencement.
5. Traffic and Pedestrian Management
- Traffic Management Plans (TMPs) to be prepared and approved prior to works.
- Temporary traffic control to be provided for set-up and pack-down activities and for minor traffic management works as required.
- Pedestrian access to be maintained safely at all times, with clear signage and barriers.
- Coordination with relevant authorities for permits and approvals.
6. Stakeholders
Key stakeholders include:
- City of Subiaco (Client).
- Adjacent businesses and property owners.
- General public and carpark users.
- Traffic management and civil works contractors.
- Utility service providers (if affected).
7. Programme
- Proposed commencement: April 2026 (subject to approvals and stakeholder notifications).
- Project duration 6 to 8 weeks
- Works to be undertaken during agreed construction hours.
- Overall duration to be confirmed following receipt of the contractor’s detailed programme and staging plan.
8. Risks and Constraints
- Potential disruption to local businesses and users.
- Weather impacts on pavement works.
- Service conflicts or unforeseen ground conditions.
- Community sensitivity due to proximity to business areas. Mitigation measures include staged delivery, proactive communication, and contingency allowances.
9. Deliverables
- Approved staging plan and construction programme.
- Approved TMPs and permits.
- Completed civil and pavement works.
- As-built documentation and handover.
