A small group (generally less than 30 people) partaking in ‘passive pursuits’ is considered a social gathering and falls outside the operational guidelines of the City’s Use of Passive Recreational Areas Policy.
A larger group of 30 or more people is considered an organised activity and will be subject to the operational guidelines of the policy.
For applications to be assessed and approved, please address the following criteria:
• applications are to be made by the event organiser
• applications must include the City's standard event booking form, completed and signed by the applicant
• any permits necessary for the consumption of alcohol are to be forwarded with the park booking form
• an annotated map of the area to be used within the park is to be included with the park booking form
• a risk assessment will be carried out to determine the appropriate bond amount to be charged.
Applicants must pay the non-refundable booking fee and the fully refundable bond before the booking is confirmed in writing.
Following the event, a site assessment is carried out to ensure all conditions on the event permit have been complied with and the park or reserve is not damaged. If an event causes damage to the park or reserve, costs to rectify the damage are deducted from the bond.
When all conditions have been met the bond is refunded by electronic funds transfer. For more information, please see the City’s terms and conditions of use of parks and reserves.
Each application has an administration fee, and each event booked is subject to a fully refundable bond. The minimum park booking fee is $134.70 and the minimum bond amount is $430. The final park booking fee and bond amount are calculated using risk assessment criteria provided in the park booking form.

Applicants must contact the Department of Racing, Gaming and Liquor (Liquor Licensing Division) to determine whether a permit for the consumption of alcohol in public places is required. Copies of all relevant permits are required by the City before the application is processed.
The sale of alcohol is not permitted on council reserves and parks.

To indicate the area of the park you would like to book, you may use Intramaps, or contact the City for a copy of a parks map. This will need to be attached to your booking.
