Organisational structure
The City of Subiaco services the community of the local government area.
The Chief Executive Officer (CEO) and four directors lead directorates across the City.
Chief Executive Officer
Colin Cameron
Colin has extensive experience in local government and joined the City of Subiaco in August 2021.
His prior role was as the Director Corporate Services at City of South Perth where he led a business transformation, implementing the first cloud-based local government enterprise system in WA to improve customer experience.
Colin has previously worked at City of Swan and Town of Bassendean, as well as in State Government and the private sector.
In 2020, Local Government Professionals WA presented Colin with the prestigious Meritorious Award. It has been said that his most endearing feature is his passionate support for the Collingwood Football Club.

Director Development Services
Alexander Petrovski
Alex is an urban and regional planner with experience in Local and State Government across a broad range of planning, governance, project, and community focused initiatives. In 2019, Alex was named the Planner of the Year by the Local Government Planners Association.
Alex is passionate in supporting community wellbeing through programs that improve mental and physical health and believes that local government is core in fostering a healthy and welcoming community.
He has an emphasis on facilitating a healthy working environment and continuously improving by embracing change and new technology. Alex believes in values-based leadership and developing people. Outside of work he enjoys good coffee, sport, fitness and music.
Development Services
|
Oversees planning and development services and community development services within the City. The directorate looks after planning requirements, built heritage, economic and place development services and a range of services to the community that promote wellbeing through the Cultural Services, Economic Development and Place, Planning Services and Recreation Services branches.

Director Corporate Services
Emma Woolaston
Emma was most recently Director of Corporate and Organisational Development at Towong Shire Council in Victoria, where she led their corporate functions including governance, human resources, finance, IT, customer service and communications.
She holds a Bachelor of Science from the Australian National University, where she was awarded the University Medal in Mathematics. She also holds a Diploma of Financial Markets in Foreign Exchange from the Australian Financial Markets Association.
Emma has a wealth of experience in strategy, business development, operations and governance gained from over 20 years in local government, management consulting and corporate banking roles.
Emma is passionate about delivering the best value to ratepayers, and enjoys being able to use her skills to make a difference to local communities.
Corporate Services

Provides a range of services catering to the organisation as well as governance, customer service and management of the City's property investment portfolio. The directorate is made up of Commercial Services and Property, Financial Services, Governance Services, and Human Resources.

Director Technical Services
James Hambly
James has a background in engineering with over 12 years’ experience in local government at the City of Subiaco. During this time, he has worked across road safety programs, asset management, transport planning, civil project delivery and sustainability.
He brings an adaptable and innovative approach to the organisation and is a progressive thinker, utilising technology and new ideas to effectively meet current and future demands and opportunities.
James was integral to the development of the City’s first Carbon Reduction Plan, enabling the City to become the first certified carbon neutral local government in WA.
Sustainability – in all its forms – is a priority for him, as well as improving the quality of life across the community.
He enjoys a strong coffee, trying new eateries and is an avid Liverpool FC supporter.
Technical Services

Maintains and manages the City’s infrastructure, parks and gardens, major projects, recycling and waste, parking and compliance, public health and general cleaning. The directorate is made up of Engineering Services, Health and Compliance, Parks and Environment Services, Waste and Infrastructure Maintenance.

Director Business Improvement
Linnet Solomons
Linnet has over 15 years’ experience in the local government sector having worked in senior roles for the Cities of Bayswater and Gosnells.
Linnet was employed at the City of Bayswater from 2017 to 2022 initially as Manager Financial Services but most recently as Manager Business Solutions. Linnet is a qualified CPA with a strong background in identifying and implementing business improvements. During her time at the City of Bayswater she was integral to the development of the City’s Long Term Financial Plan, Annual Budget and Annual Financial Report along with the development of the City’s first Digital Strategy.
Linnet is a strategic thinker and an experienced leader having completed a Diploma of Leadership and Management in 2019. She holds a Bachelor of Business (Accounting), Bachelor of Science (Environmental Management) and is a member of CPA Australia.
