The Gifts Register records disclosures made by elected members, the Chief Executive Officer and employees on gifts offered in the officer’s official capacity.
The Local Government Act 1995 (sections 5.87A and 5.87B) requires elected members and the Chief Executive Officer to disclose within 10 days of receipt gifts which are:
• valued over $300, or
• two or more gifts with a cumulative value over $300 (where the gifts are received from the same donor in a 12-month period).
Employees are required to disclose within 10 days of receipt gifts which are:
• valued between $50 and $300, or
• two or more gifts with a cumulative value between $50 and $300 (where gifts are received from the same donor in a six-month period)
Regulation 34B of the Local Government (Administration) Regulations 1996 prohibits gifts over the value of $300.
A gift valued less than $50 may be accepted and need not be disclosed.

During election periods, candidates and donors are required to disclose the receipt or donation of a gift, where the gift is worth more than $200. Details of these gifts are kept in a register which is maintained by the City.
Should a candidate be successfully elected, the gift will remain on the Electoral Gifts Register until their term of office has expired.
If a candidate is not successfully elected, the gift disclosure will be removed from the Electoral Gifts register after the election date.

If someone lodges a complaint against a Council member or Committee member alleging they have breached a provision of Division 4 of the Code of Conduct for Council Members, Committee Members and Candidates, that complaint is required to be submitted to the Local Government Standards Panel. The Panel then determines whether the alleged breach occurred or not.
If the Panel finds that a breach did occur, the City of Subiaco is required to insert details of the complaint and breach into a Complaints Register.

Section 5.75 of the Local Government Act 1995 requires Elected Members, the Chief Executive Officer and officers with delegated authority to complete a primary return within three months of their start date at the City.
Section 5.76 of the Local Government Act 1995 requires those relevant persons who have submitted a primary return to update their returns yearly by submitting an annual return.
A list of the Elected Members and City officers who have submitted a primary or annual return since the beginning of the 2020/21 financial year is required to be published on each local government's website.

In accordance with Regulation 29C(2)(f) of the Local Government (Administration) Regulations 1996, the City is required to publish any fees, expenses, or allowances paid to Elected Members during a financial year on or after 1 July 2020.

Council is committed to the professional development of Elected Members to ensure they have the required training to understand and carry out their role.
Newly elected members are required to complete the Council Member Essentials Compulsory Training courses within 12 months of being elected, as per section 5.126 of the
Local Government Act 1995.
