The city recognises the important role the local business community plays in the wellbeing of Subiaco. The business mix in the area provides more than employment; it helps define the character and use of our public spaces.
What is Economic Development?
Academically, economic development can be defined as the development of economic wealth of countries, regions or communities for the well-being of their inhabitants.
As a function of local government, economic development seeks to support the local business community and further the strategic goals of the wider community.
These activities can range from small, direct interventions such as business support, networking, events, or collective marketing, right through to participation in strategic research projects or business attraction.
The City of Subiaco’s approach to economic development has been formalised in the Economic Development Strategy 2017-2021, identifying four key program areas:
- Marketing, Communication and Advocacy
- Placemaking, Activation and Public Realm
- Business Retention and Attraction
- Governance, Leadership and Collaboration
These program areas have been further developed to create specific areas of activity and/or research:
- Economic statistics
- Business Perception Survey
- ‘Fast Facts’ (updated annually)
- Business events, training & workshops
- Business investment & attraction
- Business engagement
- Ground floor activation
- ‘Free’ Wi-Fi – Smart Cities
- Night time economy
- Business grants
Structurally, the Economic Development (ED) team is part of the Commercial Services and Economic Development branch of the Corporate Services directorate. The ED team’s work is directed by the council, reporting to the Economic and Business Sustainability Advisory Committee.

Economic Development Strategy 2017-2021
The City of Subiaco and stakeholders of the business community have developed the Economic Development Strategy 2017-2021 to guide its activities and plans in economic development for the period 2017-2021. This strategy has strong links to the city’s Corporate Business Plan, and sets out a number of strategies to guide the city and relevant stakeholders in driving local economic activity and programs for 2017-2021.
The strategy provides strategic direction for economic development in the city, outlining the key areas of threat and opportunity, and producing strategies to create a strong, sustainable and diverse local economy.
