Strategic land use and transport planning

Local Planning Strategy

The endorsed Local Planning Strategy 2014 (LPS) sets out the city’s objectives for future planning and development and is used to inform any amendments to the city’s Town Planning Scheme No .4 and the preparation of Local Planning Scheme No. 5.
 
In setting out the long-term planning directions for the city, the LPS must align with state planning policies and strategies in the local context and provide a detailed rationale for the zones and provisions of the city’s Town Planning Scheme.

As part of its review of Town Planning Scheme No. 4 and preparation of the new Local Planning Scheme No. 5, the city is undertaking a review of its Local Planning Strategy to ensure that it is modified to reflect recent boundary changes removing the southern ward, reflects the current state planning framework and is based on up-to-date census data and statistics. The revised Local Planning Strategy and new Local Planning Scheme No. 5 will be submitted to the State Government for consideration concurrently.

Subiaco Activity Centre Plan

As part of the town planning scheme review, the city is required to undertake significant detailed planning for the Subiaco Activity Centre because this is a key action identified in the city’s Local Planning Strategy. Consequently, the city engaged architecture and planning consulting agency, Hassell, to undertake a review of the Subiaco Central Development Plan to prepare an Activity Centre Structure Plan for the Subiaco Activity Centre in accordance with State Planning Policy 4.2 Activity Centres for Perth and Peel. 

The City of Subiaco draft Activity Centre Plan was adopted by council at the Ordinary Council Meeting on Tuesday 20 September 2016 and a modified version was endorsed by the Western Australian Planning Commission on 14 November 2017. The plan is a ten-year strategic planning document that will guide land use and development in the Subiaco Town Centre. You can download a copy of the plan using the links below:

North Subiaco Structure Plan

The North Subiaco Structure Plan was adopted by council in May 2017 and forwarded to the Western Australian Planning Commission for consideration and final approval. Transport, Access & Parking Strategy

The City of Subiaco has prepared a multi-disciplinary Transport, Access and Parking Strategy to provide high level guidance for all transport, access and parking initiatives. This ensures that the city’s approach to transport is consistent across different departments that deal with various transport matters. It is an integrated strategy that covers all modes of transport, and importantly, aligns with the city’s strategic land use plans. The document outlines a number of strategies and specific actions that the city will undertake. The strategy was first initiated by council in March 2017 for the purposes of public consultation, which concluded on the 12 June 2017. The submissions received were generally supportive and positive. The strategy was refined to reflect the submissions received and formally adopted by council on 25 July 2017. A report will be prepared every 12 months to update council on the progress of the strategy, and the strategy will be reviewed entirely every four years.
