Changes to recycling 2017–2018
In 2016, the city conducted a review of its waste collection service in an effort to find cost efficiencies, bring the city in line with other Western Metropolitan Regional Councils (WMRC) and comply with the Australian Standards for waste and recycling. As part of this process, council endorsed a number of recommended changes at its October 2016 meeting.
Phase 1: Comingled recycling, collected fortnightly
In March 2017, the city moved to comingled recycling, collected fortnightly. Residents were asked to place all recyclables in the bin with the yellow lid, with any overflow to go in the bin with the red lid. We would like to thank you for your cooperation in implementing these changes, which have already brought about an increase in the average volume of recycling collected each month from 84 to 125 tonnes.
Phase 2: Roll-out of 240-litre, yellow-topped recycling bins
On Monday 5 February 2018, the city began the next phase of changes – the roll-out of 240-litre, yellow-topped recycling bins to replace the existing 120-litre yellow and red-topped recycling bins. This second phase will further streamline the recycling process and assist us in meeting Australian Standards. It will also make recycling easier for you with only one recycling bin to take out to the verge instead of two, and only once a fortnight.
At the same time that we deliver the 240-litre yellow-topped recycling bins, we will remove the 120-litre yellow-topped recycling bins and ensure your general waste bin now has a red lid.
This is the new bin-colour system for waste and recycling in the city – red for general waste and yellow for recycling. See below for key details and how you can assist in the roll-out process:
- On Monday 5 February 2018, a phased roll-out of the city’s new bin-colour system began
- Please leave all of your bins on the verge until at least 4pm on your regular recycling day
- A council-appointed contractor will then deliver a 240-litre yellow-topped recycling bin, remove the 120-litre yellow-topped recycling bin and ensure your general waste bin now has a red lid (see FAQs below for more details)
Phase 2 will take approximately four to six weeks to complete. During this time, if, after the first fortnightly collection, you do not receive a new 240-litre yellow-topped recycling bin and your general waste bin does not have a red lid, please continue to follow point 2 above for every fortnightly collection thereafter, until these changes are made.

Commercial properties that require extra recycling bins should place a request with the city by completing the online bin service request form or calling the waste department on 9387 0921.

Why is the city making changes to waste services?
The city is making changes to maximise cost efficiency, bring it in line with other Western Metropolitan Regional Councils and comply with the Australian Standards. The decision to review the service was resolved in the ordinary council meeting on 25 October 2016.
What are the Australian Standards?
The Australian Standards have been created to enhance the nation’s economic efficiency, foster international competitiveness and contribute to community demand for a safe and sustainable environment. With regard to waste and recycling, the standards ensure that all waste, recycling and green waste bins have a set-colour lid to clearly define which items go in each bin. This system assists in better resource recycling and decreasing the amount of reusable items going to landfill.
Are there going to be any more changes to waste collection services?
We are now nearing the end of the changes to waste services, which have included:
- Comingled recycling, collected fortnightly
- The reduction of bulk waste collections from four times to twice a year
- An improved green waste collection service, whereby there is no longer a need to contact the city to have green waste removed – residents need only place it on the verge for it to be removed on their regular bin day
When will the two 120-litre recycling bins be replaced with a 240-litre recycling bin?
The 240-litre yellow-topped recycling bins will be delivered from Monday 5 February 2018. The roll-out is expected to be completed by the end of March 2018. This is a roll-out for single residential properties only.
What do I need to do to assist in the roll-out?
From 5 February 2018, please leave all of your bins on the verge until at least 4pm on your regular recycling day.
What happens next?
A council-approved contractor will then deliver a new 240-litre yellow-topped recycling bin and remove the 120-litre yellow-topped recycling bin. Your general waste bin will now be identified by a red lid. Depending on the size and condition of your remaining bins, the contractor will then do one of the following:
- place a 'general waste' sticker on the 120-litre red-topped bin and remove the existing 120-litre green-topped bin
- swap the green lid on the 120-litre general waste bin for a red one and remove your old red recycling bin
If you have a 240-litre green-topped general waste bin, we will swap the green lid for a red one and remove both 120-litre recycling bins. This is the new bin-colour system for waste and recycling in the city – red for general waste and yellow for recycling.
What if I have a broken 120-litre bin?
If you have a 120-litre bin with a broken body or broken handles, it will be swapped for a fit-for-purpose bin taken from the field.
I don’t have any recycling bins – only bags. Will I get a 240-litre recycling bin?
The 240-litre yellow-topped recycling bins should have now been delivered to all residents who were previously using bags. If you are still using bags, please contact the city's waste department on 9387 0921.
I prefer to use bags for my recycling – do I have to change to a bin?
Yes, the city has phased out the bags and replaced them with recycling bins.
What if I don’t have enough space in my 240-litre recycling bin?
To create more space, remove lids from containers and flatten all boxes. Ensure items are placed loosely in the bin and not in bags. If there is still not enough space, items can be taken to JFR (Jim) McGeough Resource Recovery Facility, formerly the Brockway Waste Transfer Station, on Lemnos Street, Shenton Park. The facility accepts glass, plastic and metal recyclables at no charge.
What if I find that my 240-litre recycling bin regularly reaches capacity on a fortnightly basis?
If, after trialling the 240-litre, yellow-topped recycling bin recycling bin for eight weeks, you find that it regularly reaches capacity on a fortnightly basis, you can express interest in receiving a 360-litre bin by clicking on the link above and completing the form. The option to receive a 360-litre recycling bin will be available to single-dwelling residents, however, please remember that it is better to reduce the amount of waste created in the first place, then find ways to reuse items before recycling them.
Can I order a 360-litre recycling bin now?
The city asks that residents trial the new 240-litre yellow-topped recycling bin for a period of eight weeks. As mentioned above, if, after this period of time, you find that the 240-litre bin regularly reaches capacity on a fortnightly basis, you can express interest in a 360-litre bin by clicking on the link above and completing the form.
I run a business that produces a lot of recycling – what if my bin is full before the next collection?
The city is aware that some commercial premises create a large amount of recycling and, therefore, is offering the option of extra bins or an extra collection. To discuss your recycling collection requirements, contact the city’s waste department on 9387 0921. Please note: this option is for commercial premises and multi-residential complexes only.
Will there be an extra cost for me?
No, all changes are covered by the existing waste service charges.
