Changes to recycling from 6 March 2017
In 2016, the city conducted a review of its waste collection service in an effort to find cost efficiencies, bring the city in line with other Western Metropolitan Regional Councils (WMRC) and comply with the Australian Standards for waste and recycling. As part of this process, council endorsed a number of recommended changes at its October 2016 meeting.
Comingled recycling collected fortnightly
The first recommendation to be implemented is a move to comingled recycling collected fortnightly, instead of separated recyclables collected weekly. From Monday 6 March 2017, there will no longer be a need to separate recyclable items into different bins. Instead, residents and business-owners are asked to place all recyclables in the bin with the yellow lid, with any overflow to go in the bin with the red lid.
In the future, the city will replace these two 120-litre bins with a single, 240-litre, yellow-topped recycling bin. If you find your recycling regularly reaches capacity on a fortnightly basis, remember to remove lids and crush or flatten all containers and boxes. Those who use bags for recycling are advised that these will be replaced with a 240-litre, yellow-topped recycling bin. The bins will be delivered by the city’s waste department from Monday 6 March.
Commercial properties that require extra recycling bins should place a request with the city by completing the online bin service request form or calling the waste department on 9387 0921.
Below is a map outlining the new recycling bin collection schedule. The city has been split into two areas labelled ‘Week 1’ and ‘Week 2’, which indicate the week in which your recycling will be collected. Please note that the day of collection will not change; for example, if your collection day is a Monday, it will continue to be on a Monday, however, your recyclables will be collected fortnightly, in either Week 1 or Week 2 (see calendar for dates).
For properties located in the Week 1 area, fortnightly recycling collections will commence from Monday 6 March 2017. For those situated in the Week 2 area, they will commence from Monday 13 March.

Why is the city moving to comingled recycling collected fortnightly?
The city is moving to comingled recycling collected fortnightly to maximise cost efficiency, fall in line with other Western Metropolitan Regional Councils and comply with the Australian Standards. The decision was resolved in the ordinary council meeting on 25 October 2016.
In addition, recycling facilities now have more advanced machinery that is better able to sort recyclables, eliminating the need to separate them before collection.
What are the Australian Standards?
The Australian Standards have been created to enhance the nation’s economic efficiency, foster international competitiveness and contribute to community demand for a safe and sustainable environment. With regard to waste and recycling, the standards ensure that all waste, recycling and green waste bins have a set-colour lid to clearly define which items go in each bin. This system assists in better resource recycling and decreasing the amount of reusable items going to landfill.
Are there going to be any more changes to waste collection services?
After its review of waste collection services, council has also resolved to reduce its bulk waste collection service from four to two times a year. While the current on-demand green waste collection service will be retained for now, another review will be undertaken in twelve months’ time. The city will also move to the Australian Standards for bin-lid colours later in 2017 – all residents and businesses will be notified as to when this will commence.
When should I start putting all my recycling in the yellow-topped bin?
Once your recycling bins have been emptied during the week commencing Monday 27 February, you can start placing all your recycling in the yellow-topped bin. Any overflow is to go in the red-topped bin, ready for comingled fortnightly collection from Monday 6 March (Monday 13 March for Week 2 properties).
Will my collection day change?
No, your collection day will not change. For example, if your collection day was a Monday, it will continue to be on a Monday. Your general waste will continue to be collected every week, however, your recycling will only be collected every second week.
How do I know which week my recycling will be collected?

The dividing line is Hamersley Road, with Week 1 indicating the area north of Hamersley Road and Week 2 referring to the south of Hamersley Road. What if I don’t have enough space in my yellow-topped recycling bin?
Place any overflow of recyclables in the red-topped bin. To create more space, remove lids and crush or flatten all containers and boxes. Ensure items are placed loosely in the bin and not in bags.
I don’t have any recycling bins – only bags. Will I get a bin?
Yes, the waste department will deliver 240-litre, yellow-topped recycling bins to those who are still using bags. The city has a list of properties whose occupiers have previously requested recycling bins and will commence delivery to these addresses from Monday 6 March. Should you visit the library to collect recycling bags, please confirm with staff that you are on the list to receive a 240-litre recycling bin.
I prefer to use bags for my recycling – do I have to change to a bin?
Yes, the city is phasing out the bags and replacing them with recycling bins.
I live in an apartment complex – do I need to make any changes?
If your apartment complex has City of Subiaco bins, then yes. It is easier to recycle now, however, as there is no need to separate paper and cardboard from other items – all recycling goes in the yellow-topped bins. Remember to remove lids and crush or flatten items to create more space, and place any overflow in the red-topped bins.
I run a business that produces a lot of recycling – what if the bins are full before the next collection?
The city is aware that some commercial premises create a large amount of recycling and, therefore, is offering the option of an extra collection. To discuss your recycling collection requirements, contact the city’s waste department on 9387 0921. Please note: this option is for commercial premises and multi-residential complexes only.
When will the two 120-litre bins be replaced with a 240-litre recycle bin?
It is anticipated that this phase of the transition to the Australian Standards for waste and recycling will take place in the latter part of 2017, however, the dates are yet to be confirmed. For now, please continue to use your existing 120-litre yellow-topped bin, followed by the red-topped bin, for recycling.
What if I can’t fit all of my recycling in the two 120-litre bins?
To create more space, remove lids and crush or flatten all containers and boxes. Ensure items are placed loosely in the bin and not in bags.If there is still not enough space in the bins, items can be taken to JFR (Jim) McGeough Resource Recovery Facility, formerly the Brockway Waste Transfer Station, on Lemnos Street, Shenton Park. The facility accepts glass, plastic and metal recyclables at no charge.
The option to receive a 360-litre recycling bin will be available to single-dwelling residents, however, please remember that it is better to reduce the amount of waste created in the first place, then find ways to reuse items before recycling them.
Can I order a 360-litre recycling bin now?
At this point in time, the waste department is taking only expressions of interest in 360-litre recycling bins.
The city has adopted a phased transition towards comingled recycling (collected fortnightly) and compliance with the Australian Standards for waste and recycling bin-lid colours. The next step in this process is to replace residents’ two 120-litre recycling bins with one 240-litre yellow-topped recycling bin.
It is anticipated that delivery of the larger recycling bins will take place in the latter part of 2017, however, dates are yet to be confirmed. Availability of these bins is dependent on a funding application and review process – the city is also currently looking at other areas of its waste operations to ascertain potential availability of bin stocks
For now, please continue to use the 120-litre, yellow-topped bin first, followed by the red-topped bin, for recycling. To create more space in the bins, remember to remove lids and crush or flatten all recyclables, or take them to JFR (Jim) McGeough Resource Recovery Facility free of charge. As a last resort, you can place any overflow recycling in the general waste bin.
Will there be an extra cost for me?
